Eliot Spitzer on Obama?s debt ceiling dilemma: ?Time to turn the tables? on Boehner

?My View? from the Nov. 28, 2012, edition of ?Viewpoint with Eliot Spitzer.?

Eliot Spitzer:

Hidden among all this talk of the fiscal cliff-austerity bomb being covered in horrendous and tedious detail by every cable station, is a potentially more dangerous accounting deadline: the debt ceiling. And yes, this is deja vu all over again. But I have a solution for President Obama this time around. Mr. President ? turn the tables on him. Speaker Boehner that is.

We all recall the trap the White House fell into last year: letting negotiations over the potential government shutdown be concluded only to be held hostage again when Republicans then refused to raise the debt ceiling without getting additional concessions. It was, as Congressman Welch has said, professional malpractice not to wrap the debt ceiling into the first round of negotiations.

So don?t do it again. The debt ceiling will necessarily and inevitably be hit and breached early next year. Yet when President Obama told Speaker Boehner at their November 16th meeting to raise the ceiling by year?s end, Boehner said, and I quote, ?There is a price for everything.?

No ? there doesn?t have to be. Sometimes what is necessary and good policy should just be done. The ceiling will be breached because the fiscal track we are on created another huge deficit this year as every member of Congress knows and has implicitly supported by agreeing to the expenditures and revenues that are now in place. The debt ceiling will be exceeded because of Boehner?s policies. Policies that have driven revenues down to about 15.5 percent of GDP ? well below historical norms, and far below the expenditure levels of about 22 percent of GDP.

Never mind that Speaker Boehner called the debt ceiling, quote, ?his leverage.? And never mind that Speaker Boehner voted five times during the Bush presidency to raise the ceiling to the tune of nearly 4 trillion dollars. This time, unless he wants a default by the government he has a moral obligation to support raising the debt ceiling and now.

So here is the offer the president should make and how he should say it: ?Mr. Speaker ? last year I tolerated an unacceptable and improper effort by your House to extract concessions on an issue that should be a simple, procedural vote. I will not do that again. I have made many offers with respect to how we should bridge the chasm of the impending fiscal cliff. You have not responded with anything tangible. Unless you immediately raise the debt ceiling sufficiently to get us to January 1, 2015 based on current deficit projections, we are ceasing all negotiations. I am happy to have the Bush tax cuts expire on January 1, and then have you explain to the public that you have raised the taxes on all Americans and are playing games with our national debt obligations merely because you are unwilling to act responsibly.?

It is time to take the debt ceiling off the table as a negotiating ploy. Time to call their bluff, recognize that time is on our side, and turn up the heat on a Republican House leadership that has a weak hand.

Play hardball Mr. President. It feels good ? and you will win.

NFL Football Legend: Joe Namath

When NFL football experts, analysts and even opinionated fans begin making lists of the most beloved players to don a professional team's uniform, no accounting would be complete without football legend Joe Namath.

Joseph William Namath stole the football world's heart at the tender age of 19 when he made his debut as Quarterback for the Alabama Crimson Tide. With his bigger than life coach, and football legend in his own right, Paul "Bear" Bryant demanding perfection from his program at every turn, Joe Willie did not disappoint. Together, in 1964, they hoisted the National Championship trophy over their heads and parted ways the upcoming summer when Joe was drafted to the AFL football team, the New York Jets.

The small town kid from Beaver Creek, Pennsylvania was immediately launched into stardom, making good on his magnetic charm, handsome face, and football prowess. What is now commonplace, and entertaining to fans in every media outlet, was once a novelty idea that turned the television world on its head: Athletes in advertising. Promoting products and endorsing brands with a flash of a smile, and a demeanor that even grandmother would love, "Broadway Joe" was born.

Before the NFL football merger in 1970, Broadway Joe had cemented himself as a household name, proving that football wasn't his only calling. With a cockiness that commanded attention, Mr. Namath took his New York Jets to Superbowl III in 1969 against the Baltimore Colts. The Don Shula led Colts were touted as the best NFL football team of all-time leading up to the showdown, but Joe wasn't swayed by their splendor, aptitude, or incredible history-making lineup. Baltimore was heading into the AFL-NFL clash led by their very own football legend, Johnny Unitas and a defense that could stop a freight train, going downhill at maximum speed. Unmoved by the facts and statistics, in his decisive, steadfast and alluring style of interaction with fans, Joe Namath guaranteed a victory over the highly favored Baltimore Colts just three days before they were to face off at the Orange Bowl Stadium in Miami, Florida.

As the first official championship game to bear the name "Superbowl" the Jets/Colts match-up would go down in history, leaving an impressionable mark on all those who have since gathered around their televisions to root their team to the biggest NFL football game of the year. The Jets hardly murdered the Colts, winning 16-7, but they did intercept the legendary, all-American Johnny Unitas four times, which was unheard of during his time at the helm. Broadway Joe ran off the field in victory, with one hand over his head, waving with his index finger in the air, proclaiming silently to all who watched him swagger off in an excited trot that he and his team were officially number one.

The decisive difference between Namath and Unitas was evident in their appearance, without a single word being uttered by either party. Joe was a long-haired kid who flaunted his flair by wearing a full-length mink coat on the sidelines for warmth. Johnny had a crew cut, and played by all of the rules. You were a fan of one or the other at the time, but typically not both. Especially since their teams were mortal enemies going forward. Just beginning his stark projection into stardom, Joe was an NFL legend every second after the clock ticked to zero in that championship game, even though he had only been in the league for four seasons. He was named Superbowl MVP, and became the first football player ever to win a championship in both the NFL and college.

Before he could even begin training camp exercises in the spring to prepare and defend his promised and delivered title, Joe was wooed into the bright lights, sounds and splendor of Hollywood. Outside of his iconic commercials in the late 1960s, and his acclaimed football career to match, his celebrity status emanated on screen while appearing in movies, popular television programs and while taking the guest chair in the late night hilarity that was The Tonight Show Starring Johnny Carson. Even if you had not watched a single football game in your life, you knew who Broadway Joe was, and you loved him. Well, unless you were a Colts fan.

Joe Namath would spend the next seven seasons charming New Yorkers with his low-cut white cleats, fancy footwork and strong arm. He racked up numerous AFL all-star selections, as well as a Pro-bowl and All-pro appearance. He was named to the AFL All-time team, was AFL MVP twice, adding an AFL championship, and a Superbowl championship to his resume. The latter is still the only championship title his beloved New York Jets can claim to date. He left New York to play one last year with the Los Angeles Rams, and had his faithful #12 jersey retired by Gang Green as soon as he did. He was inducted into the Pro Football Hall of Fame in 1985, and still spends his days wondering through the Jets' training camp in the spring. He is engraved in the hearts of so many, thanks to his playing days, and his whimsical smile that could make a blind man blush. Joe Namath's love of the game, dashing personality and exceptional good looks helped turn a divided, part-time entertainment source into a single NFL football league. A league that now represents a full time engagement for men, women and children around the world, and for that we should all be thankful.

(AP) ? An Egyptian court convicted in absentia Wednesday seven Egyptian Coptic Christians and a Florida-based American pastor, sentencing them to death on charges linked to an anti-Islam film that had sparked riots in parts of the Muslim world.

The case was seen as largely symbolic because the defendants, most of whom live in the United States, are all outside Egypt and are thus unlikely to ever face the sentence. The charges were brought in September during a wave of public outrage in Egypt over the amateur film, which was produced by an Egyptian-American Copt.

The low-budget "Innocence of Muslims," parts of which were made available online, portrays the Prophet Muhammad as a fraud, womanizer and buffoon.

Egypt's official news agency said the court found the defendants guilty of harming national unity, insulting and publicly attacking Islam and spreading false information ? charges that carry the death sentence.

Maximum sentences are common in cases tried in absentia in Egypt. Capital punishment decisions are reviewed by the country's chief religious authority, who must approve or reject the sentence. A final verdict is scheduled on Jan. 29.

The man behind the film, Mark Basseley Youssef, was among those convicted. He was sentenced in a California court earlier this month to one year in federal prison for probation violations in an unrelated matter. Youssef, 55, admitted that he had used several false names in violation of his probation order and obtained a driver's license under a false name. He was on probation for a bank fraud case.

Multiple calls to Youssef's attorney in Southern California, Steve Seiden, were not returned Wednesday.

Florida-based Terry Jones, another of those sentenced, is the pastor of Dove World Outreach, a church of less than 50 members in Gainesville, Fla., not far from the University of Florida. He has said he was contacted by the filmmaker to promote the film, as well as Morris Sadek, a conservative Coptic Christian in the U.S. who posted the video clips on his website.

In a telephone interview Wednesday, Jones said the ruling "shows the true face of Islam" ? one that he views as intolerant of dissent and opposed to basic freedoms of speech and religion.

"We can speak out here in America," Jones said. "That freedom means that we criticize government leadership, religion even at times. Islam is not a religion that tolerates any type of criticism."

An Associated Press reporter knocked on the door of Sadek's home in Chantilly, Virginia. No one answered.

The connection to the film of the other five sentenced by the court was not immediately clear. They include two who work with Sadek at a radical Coptic group in the U.S. that has called for an independent Coptic state, a priest who hosts TV programs from the U.S. and a lawyer living in Canada who has previously sued the Egyptian state over riots in 2000 that left 21 Christians dead.

The other person is a woman who converted to Christianity and is a staunch critic of Islam.

The official news agency report said that during the trial, the court reviewed a video of some defendants calling for an independent Coptic state in Egypt, and another of Jones burning the Quran, Islam's holy book. The prosecutor asked for the maximum sentence, accusing those charged of seeking to divide Egypt and incite sedition. All the defendants, except Jones, hold Egyptian nationality, the agency added.

Some Christians and human rights groups worry that prosecutions for insulting religion, which existed to a degree under the secular-leaning regime of deposed President Hosni Mubarak, will increase with the ascent of Islamists to power in Egypt.

Holiday Jewelry Shopping Tips | 25karats.com Articles

The most wonderful time of the year is just around the corner ? and that means you need to get your holiday jewelry shopping on!

Whether you?re planning on proposing to the love of your life or you just want to get that special someone a gift they won?t forget, holiday jewelry is a surefire way to add a little (or a lot!) of sparkle this holiday season. Additionally, there are always great deals to be found during the holiday season. This is because jewelers are determined to make themselves look more attractive to prevent customers from going to their competitors.

Despite the many advantages to holiday jewelry shopping, there?s no denying that this can be a stressful and confusing experience. If that?s the case for you, here are some holiday jewelry shopping tips that will keep you sane this season:

Don?t want to deal with the stress of holiday shopping? Then you should take your holiday jewelry shopping online. There are plenty of jewelry vendors who will offer you a great deal on diamond jewelry. Additionally, many of these vendors will offer free shipping, free returns, and even give you discounted prices that you just won?t find in traditional jewelry stores. Be sure to check out customer reviews to ensure that an online jewelry store is worth your time and money.

Be sure to check out your ring size before you start shopping online. Remember, resizing may be an issue with buying holiday jewelry. Have your ring size professionally sized (do it at the end of the day, when your fingers have slightly swelled) or measure it yourself with a cloth tape measurer. If you?re buying jewelry on the sly, enlist the aid of the recipient?s best friend or family member to get an accurate ring size.

By taking your jewelry shopping online, you can take advantage of some fantastic deals. Many online retailers offer extended returns, especially during the holiday season. If you?re worried that your holiday jewelry won?t fit the lucky recipient, then you don?t have to worry that you?ll have to pay extra to return or resize the jewelry. Be sure to double-check the retailer?s return policy just to ensure that you have this option available to you. Also be sure to check on the shipping rates, as you want to ensure you get your jewelry in time for the holidays.

Don?t want to get a ring for the holidays, but still want to bring the bling? Consider buying diamond stud earrings for that special someone in your life. Diamond stud earrings can bring the bling, and are also a more affordable jewelry option. They also make excellent gifts for mothers, sisters, grandmothers, and any other special ladies in your life!

Use these holiday jewelry shopping tips to score the deal of the year!

Audra McDonald new 'Live From Lincoln Center' host

LOS ANGELES (AP) ? Broadway superstar Audra McDonald is adding a new chapter to her long history with Lincoln Center.

The singer-actress is the new host of "Live From Lincoln Center," Lincoln Center said Tuesday.

McDonald will emcee seven broadcasts from December through spring 2013, starting Dec. 13 with "The Richard Tucker Opera Gala" and Dec. 31 with the New York Philharmonic's New Year's Eve gala.

"It's a great honor. I'm thrilled that they came to me and trusted me to do it," said McDonald, 42, whose five Tony Awards include a trophy this year for "The Gershwins' Porgy and Bess."

Her memories of the Lincoln Center performing arts complex in Manhattan run deep.

"I remember watching Beverly Sills broadcasting from the Met (the center's Metropolitan Opera House) on my PBS channel at my home in Fresno," McDonald said, adding that she was amazed at the venue's size and "inspired by the music."

As a high school student, she had the chance to visit the center and recalled thinking, "This is where I want to be some day."

That wish was fulfilled when she moved to New York to attend The Juilliard School, which has its campus there.

Stepping in as host of the PBS series "feels like it's my way of thanking Lincoln Center," she said.

"We can't imagine a more perfect match," said Elizabeth Scott, the center's executive in charge of the TV series. McDonald's passion for the performing arts is "infectious," Scott added.

McDonald, who starred in "Private Practice" as Dr. Naomi Bennett, has performed on the long-running PBS showcase several times, including programs with Elvis Costello, Patti Lupone and the New York Philharmonic.

She will be working especially hard New Year's Eve when she hosts and performs in the holiday program, "One Singular Sensation: Celebrating Marvin Hamlisch" (check local listings for time).

"We'll see if I fall down by the end of the evening, or by the middle," she said, lightly. What she'll sing is a secret for now, but McDonald said it's among Hamlisch's most famous pieces.

The composer, who died in August at age 68, created more than 40 film scores and won a Tony and the Pulitzer for Broadway's "A Chorus Line."

"Live From Lincoln Center" is in its 37th broadcast season. In recent years, artists and actors including Yo-Yo Ma and Alec Baldwin have filled the host's job that previously saw long tenures by famed opera singer Sills and TV personality Hugh Downs.

No Greek debt writedown in next rescue package: ECB's Asmussen

BERLIN (Reuters) - A write-down on Greek debt should not be part of the country's next rescue package, European Central Bank board member Joerg Asmussen told Germany's Bild newspaper ahead of Monday's euro zone group meeting.

"We need a package of measures to close the financial gap that will include a substantial reduction of the interest rates and a debt buy-back by Greece," Asmussen said in an interview to appear on Monday. "A hair cut does not belong to that package."

Asmussen said, in excerpts of the interview released on Sunday, that he hoped euro zone finance ministers would reach a speedy decision.

"I very much hope that the euro zone group will reach a political decision on Monday so that the next loan installment can be released. For that the financing gap for the next two years has to be closed by the other euro zone countries.

"Everyone must show a willingness to move for that to succeed," he said.

Euro zone finance ministers, the ECB and the International Monetary Fund have met twice in the past two weeks but failed both times to agree on the next steps for Greece and how to bring its debt level down to a sustainable level.

They will meet again on Monday.

Germany, the EU's biggest economy and paymaster, has led resistance within the euro zone to calls from the IMF and others to accept losses on their Greek debt holdings and give Greece, entering its sixth year of recession, a chance to grow again.

Greece's international creditors will hold crunch talks next Monday - their third meeting in as many weeks - to unlock loans needed to avert bankruptcy for the stricken nation.

German Finance Minister Wolfgang Schaeuble reiterated on Thursday his official view that a writedown of Greek debt by euro zone governments would be wrong and illegal. But two sources told Reuters he had signaled a more flexible attitude at a small gathering of ministers in Paris on Monday, before the failed talks in Brussels on Tuesday.

Members of Chancellor Angela Merkel's centre-right coalition have said granting Greece debt relief would undermine the reform drive in other struggling euro zone countries such as Portugal.

Schaeuble said on Wednesday the funding gap could be funded by a mixture of letting Greece buy back its own debt at a discount, tapping ECB profits on Greek bond purchases and lowering interest rates on government loans to Athens, though not below the cost to lenders.

Divisions persist as climate talks open in Doha

By The Associated Press

DOHA, Qatar -- U.N. talks on a new climate pact resumed Monday in oil and gas-rich Qatar, where negotiators from nearly 200 countries will discuss fighting global warming and helping poor nations adapt to it.

The two-decade-old talks have not fulfilled their main purpose: reducing the greenhouse gas emissions that scientists say are warming the planet.

Attempts to create a new climate treaty failed in Copenhagen three years ago but countries agreed last year to try again, giving themselves a deadline of 2015 to adopt a new treaty.

A host of issues need to be resolved by then, including how to spread the burden of emissions cuts between rich and poor countries.

Focus on Kyoto Protocol, raising money
That is unlikely to be decided in the two-week talks in the Qatari capital of Doha, where negotiators will focus on extending the Kyoto Protocol, an emissions deal for industrialized countries, and trying to raise billions of dollars to help developing countries adapt to a shifting climate.

EPA

South African Foreign Minister Maite Nkoana Mashabane speaks during the opening of the climate talks in Doha, Qatar, on Monday.

Activists hope storm-struck US will deliver at Doha climate talks

"We all realize why we are here, why we keep coming back year and after year," said South Africa Foreign Minister Maite Nkoana-Mashabane, who led last year's talks in Durban, South Africa. "We owe it to our people, the global citizenry. We owe it to our children to give them a safer future than what they are currently facing."

The U.N. process is often criticized, even ridiculed, both by climate activists who say the talks are too slow, and by those who challenge the scientific near-consensus that the global temperature rise is at least partly caused by human activity, primarily the burning of fossil fuels like coal and oil.

The concentration of greenhouse gases such as carbon dioxide has jumped 20 percent since 2000, according to a U.N. report released last week. The report also showed that there is a growing gap between what governments are doing to curb emissions and what needs to be done to protect the world from potentially dangerous levels of warming.

The goal of the U.N. talks is to keep the global temperature rise under 3.6 F, compared to pre-industrial times.

The Maldives, the lowest-lying nation on Earth, is at risk of disappearing from the world map, scientists say.

Obama: 'I won't go' for climate action that hurts jobs, growth

The threat 'today'
But efforts taken so far to rein in emissions, reduce deforestation and promote clean technology are not getting the job done. A recent projection by the World Bank showed temperatures are expected to increase by up to 7.2 F by 2100.

"Climate change is no longer some distant threat for the future, but is with us today," said Greenpeace climate campaigner Martin Kaiser, who was also at the Doha talks. "At the end of a year that has seen the impacts of climate change devastate homes and families around the world, the need for action is obvious and urgent."

Dangerous warming effects could include flooding of coastal cities and island nations, disruptions to agriculture and drinking water, the spread of diseases and the extinction of species.

Many scientists also say that extreme weather events, such as Hurricane Sandy's onslaught on the U.S. East Coast, will become more frequent as the Earth warms, although it is impossible to attribute any individual event to climate change.

The Kyoto Protocol, adopted in 1997, is the most important climate agreement reached in the U.N. process so far. It expires this year, so negotiators in Doha will try to extend it as a stopgap measure until a wider deal can be reached.

Ex-climate change skeptic: Humans cause global warming

For thousands of years, permafrost has trapped Siberia's carbon-rich soil, a compost of Ice Age plant and animal remains. But global warming is melting the permafrost and exposing the soil, causing highly flammable methane to seep out. NBC's Jim Maceda reports.

Divisions
The problem is that only the European Union and a handful of other countries -- that together are behind less than 15 percent of global emissions -- are willing to put down emissions targets for a second commitment period of Kyoto.

The United States rejected Kyoto because it did not impose any binding commitments on major developing countries such as India and China, which is now the world's No. 1 carbon emitter.

Climate-changing methane 'rapidly destabilizing' off East Coast, study finds

The United States and other Western countries insist that the firewall in the climate talks between developing and developed countries must be removed so that the new treaty can apply to all nations.

China and other developing countries want to maintain a clear division, saying climate change is mainly a legacy of Western industrialization and that their own emissions must be allowed to grow as their economies expand, lifting millions of people out of poverty.

The Inuit, who survived for centuries by hunting seals and whales, are watching their way of life disappear.

That discord scuttled attempts to forge a climate deal in Copenhagen in 2009 and risks a relapse in Doha as talks begin on a new global deal that is supposed to be adopted in 2015 and implemented in 2020.

The rich-poor divide is also deepened by arguments over climate aid meant to help developing countries convert to cleaner energy sources and adapt their infrastructure to rising sea levels and other effects of global warming.

Creating A Family Recipe Scrapbook | Fulton Tea Party Home ...

I can not tell you how many times I?ve called my mom and said ?mom I just have to have your recipe for such and such?. It?s been a slow accumulation of recipes, but she chuckles each time I realize I need yet another recipe from her.

Now that I have an adult daughter of my own I really wanted to pass the recipes on to her also. Many of these recipes she?s been eating since she was old enough for solids. My daughter also has a recipe book from her aunt on her dad?s side.

Recipe scrapbooks can be given to aunts, uncles, cousins, children etc. A 6?6 scrapbook works wonderfully. They are large enough to hold a 3?5 index card. You can also use an 8?8 scrapbook and have the recipes on paper, instead of index cards.

I think it?s a great mix to combine photos and recipes. For example, a group family photo at the beginning of the album is a great way to start off the album. If you?ve asked for recipes from multiple family members, put a photo of the recipe submitter on one page and the recipe on the opposite page.

It?s also a great help to have a shopping list. Consider the actual recipe on one page and a shopping list on the opposite page. I very often take a recipe to the market with me and shop off the recipe page. By creating the list, the recipe book holder just needs to remove the shopping list page and take it to the market.

Another idea is to create a bit of history with your recipes. If you?ve had several family members contribute recipes, consider having the recipe on page, photos on one page and a bit of information on the author on a 3rd page. Most scrapbooks are very expandable, so there is room for many pages in one album.

All of my cookbooks have measurement charts and converters in them, so when making a recipe album, it?s great to add this information to either the back or the front.

Recipe albums are a great gift for both the new bride, especially if the gift comes from her husband?s family with recipes for all of the dishes he grew up with and for the college graduate setting up their first home.

New York City to end fuel rationing on Saturday

Vani Hari, the food writer behind the wildly successful blog, Food Babe, was lucky when she graduated from college: She landed a great job right away. That?s a golden ticket for any recent graduate who has hit the job market during the worst economic slump in decades, but Hari?s luck was even better than most. Her job catered all her meals. She'd hit the jackpot. That is, she says, until she gained almost 30 pounds on her small frame in just a few months.

five Methods To Lower Your Car Insurance Rates Drastically: Auto ...

When consumers seek auto insurance coverage quotes comparisons, it aids if they realize which factors give a hefty enhance to those premiums even across various companies. To get the coverage that you require for your certain scenario at the lowest achievable expense, it pays to know what you can modify and what you can?t regarding automobile insurance.

It is All about Threat

As with any enterprise, insurance organizations are in the enterprise to make cash. Accordingly, they have devised techniques to calculate who presents the greatest threat in order to charge these customers much more although charging much less to those who are least likely to price them money. Their actuarial professionals can supply reliable predictions about who is most likely to have accidents, and thereby price the business income.

1 thing you need to realize is that these predictions have to be based on group data, not on people. This can make some customers really feel exploited given that they feel they are much better than most drivers and deserve a decrease premium. Nevertheless, most individuals vastly overestimate their own driving ability, analysis shows. A classic study discovered that 93% of those surveyed said their driving expertise had been above common! A whopping 88% stated they had been in the best half in terms of safety as nicely.

What Can You Do To Lower Your Rate?

The ten key dimensions in figuring out auto insurance rates involve some elements that are very easily changed, some that could be more tough, and some that are just givens. Right here are the ones that you ought to know about that you can impact most very easily:

1. Your driving record. If you have a record of accidents or violations, you will spend much more since you are obviously a better danger. Contemplate taking driving lessons to enhance your abilities, specifically defensive driving.

two. Your claims background. Choose a policy with a higher deductible and then pay for tiny repairs out of pocket since those who make frequent claims are going to spend much more.

three. Your usage or mileage. The a lot more you drive, the greater your risk. How can you decrease the miles driven, e.g., to work? Can you carpool? Take public transportation? Get permission to work from home? Get inventive where you can!

four. Your payment record. If you have a record of becoming late in paying your insurance premiums, you could be forced to reapply and be provided a higher rate.

5. Your automobile sort. Your rates go up when you insure a model with high theft rates or high repair costs and go down when you pick a single that thieves ignore and that your mechanic can repair cheaply.

Elements that Could Be Tough To Modify

In figuring your rate, there are 5 extra factors that could fluctuate in the course of your driving -years but that are less easy to alter than the above aspects. These contain the following: the quantity of drivers, occupation, residential area, years at that address, and occupation.

Automobiles with a lot more drivers get employed a lot more frequently, so the rate goes up, but if you have 1 automobile for a two-individual family members, this is a hard one to alter. (With that logic, a driver with two cars must get a break, proper?) According to one survey, the lowest rates had been paid by scientists, pilots, actors, and artists. Who paid the most? Lawyers, executives, and company owners had been charged the highest premiums because they tend to encounter a lot more anxiety, travel more, and use cell phones although driving.

Age also figures in, with those at each and every intense paying larger rates. These below 25 and these over 65 are often hardest hit, according to reports. Savvy customers ask about discounts for great students. Maybe the insurance industry will soon invent a similar discount for very accountable seniors as the boomer generation ages. Once again, it is all about danger and profit, and insurance coverage companies require to compete.

At the exact same time, you can take steps as shown to get the lowest prices feasible by driving safely, creating few claims, paying your premium on time, driving much less, and by picking a automobile that is less expensive to repair and of much less interest to thieves. Additionally, getting car insurance coverage quotes online will decrease it further still.

Syria rebels capture army base in eastern oil region

AMMAN (Reuters) - Syrian rebels captured an army base in an eastern oil province on Thursday, further weakening President Bashar al-Assad's control in the strategic region bordering Iraq.

The capture of the artillery base on the outskirts of Mayadeen, a town on the Euphrates river near some of Syria's main oilfields, followed rebel takeovers of military installations in the north and centre of the country this week.

Recent rebel momentum shows the increasing potency of the mainly Sunni Muslim fighters trying to topple Assad, who belongs to the Alawite minority linked to Shi'ite Islam. But insurgents have often had to retreat quickly after making advances to avoid strikes by the president's air force.

"The Mayadeen military base fell at 8.30 a.m. (0630 GMT)," Abu Laila, an official in the Military Revolutionary Council in the province, told Reuters. He said 44 rebel fighters had been killed in the operation to capture the base.

"The whole countryside, from the Iraqi border and along the Euphrates to the city of Deir al-Zor, is now under rebel control," he said.

Another opposition source in contact with rebels confirmed the base, 42 km (26 miles) south-east of Deir al-Zor, had fallen.

Video posted online showed rebels on motorcycles and trucks apparently inside the base waving victory signs as smoke rose from two buildings. Artillery pieces could be seen on the ground and a tank transporter stood abandoned.

Severe restrictions on non-state media make it impossible to verify opposition reports independently.

Activists say 38,000 people have been killed in the 20-month uprising which threatens to draw in regional Sunni and Shi'ite Muslim powers. Hundreds of thousands have fled the country and 2.5 million are displaced, aid groups say.

Western states, anxious to avoid another costly Middle East conflict and wary of backing rebels who include Islamist militants, have stayed on the sidelines, although France and Britain formally recognized a newly formed opposition coalition as the sole representative of the Syrians this month.

Russia, which along with China has blocked three resolutions which could have led to U.N. sanctions against Assad, criticized on Thursday proposals for NATO to deploy Patriot missiles in Turkey near the Syrian border.

"This would not foster stability in the region," Foreign Ministry spokesman Alexander Lukashevich said.

REBEL GAINS

The capture of the Mayadeen base leaves Assad in control of just three major army bases in Deir al-Zor province, said Sheikh Nawaf al-Bashir, a local tribal leader. He said rebels now held the main road to Iraq, from the outskirts of Deir al-Zor city to the border crossing of Albu Kamal.

The rebel move follows the capture last week of a military airport on the Iraqi border southeast of Mayadeen. In the last five days rebels have also stormed a special forces base near Aleppo, Syria's commercial hub, and an air defense position in the southern suburbs of Damascus.

In another setback for Assad, his forces pulled back on Thursday from three positions south of the town of Maarat al-Numan, on the highway linking Damascus to Aleppo, according to the opposition Syrian Observatory for Human Rights.

The area has seen heavy fighting between rebel forces, which have held the town for several weeks, and soldiers camped in a nearby military base, just 500 meters from the highway.

Near Damascus, opposition campaigners said fighting continued around the south-western suburb of Daraya and the army kept up heavy bombardment of the town, where Free Syrian Army fighters appeared to be entrenched.

To the east, clashes were also reported in the Damascus neighborhood of Jobar, which is adjacent to the main Abbasid Square. A mother, her daughter and her sister's husband were killed in shelling aimed at pushing back rebels, activists said.

Rebels in the south Damascus district of Hajar al-Aswad showed video of a captured air defense officer they identified as Colonel Bashir al-Saleh, flanked by two masked rebels carrying AK47s.

So far Assad's core military units, composed mainly of members of his Alawite minority sect, have prevented a sustained rebel push into the heart of the capital itself. The rebels have yet to hold a major Syrian city.

But activists say the rebels are gaining strength in Damascus, partly because they are being joined by fighters from outlying regions. While Assad's forces control main road junctions there have been guerrilla attacks in the last few days near Damascus Airport and rebels have expanded control of the mixed urban and farmland regions around the capital.

The Observatory said army shells struck a building next to Aleppo's Dar al-Shifaa hospital on Wednesday, one of the main rebel medical centers, killing 15 people. Most of the dead were fighters but a doctor and three children also died, it said.

EU's Rehn sees definitive deal on Greek aid on Monday

BRUSSELS (Reuters) - Greece has taken all the steps necessary to secure its next tranche of aid and euro zone finance ministers should be able to sign off definitively on the assistance on Monday, the European commissioner for economic affairs said on Wednesday.

"I trust everyone will reconvene in Brussels on Monday with the necessary constructive spirit, and move beyond the detrimental mindset of red lines," Olli Rehn told the European Parliament.

"Frankly, I see no reason why we should not be able to conclude the package - and do away with the uncertainty that has been holding back a return of confidence, and thus of investment and growth, in Greece."

Finance ministers have met twice in the past two weeks but failed both times to agree on the next steps for Greece and how to bring its debt level down to a sustainable level, despite more than 24 hours of negotiation.

Greek Prime Minister Antonis Samaras, asked if he was worried about the non-payment of the aid tranche so far, told reporters in Brussels:

"No, I don't have any worries but every day that goes by without a decision will burden the economy, its psychology, its markets and citizens and Greeks' pride.

"I'll not let the Greek people's sacrifices go to waste, you can be sure of that," said Samaras, who was in Brussels for a summit of EU leaders.

Homes and financing are closely intertwined. Financing is the difference between the purchase price and the down payment and is commonly referred to as debt or the mortgage. There are a many different kinds of mortgages and different lenders, so be sure to shop around to make sure you get the mortgage that best meets your needs and at the best price.

In addition to a down payment, purchasers also need cash for closing costs (the final costs associated with completing the transaction). Some mortgage programs not only allow the purchase of a home with no money down, but also underwrite closing costs.
